C is referencing an undefended steal, how is giving a hit the same thing?


I understand indifference when you allow a steal of second in a game where that runner doesn't matter due to score differential. But I don't see how as written that makes not making a throw, getting no outs and giving up a hit is a FC. Another factor is the scorer has to decide if the bunt was good enouhg to get the runner a hit irregardless of choice. But that is getting even more into the weeds.
